Rally Guideline
Statement
This event shall comply with the relevant provisions and measures of the "2023 Off-road Rally Competition Rules" and "2023 Automobile Off-road Rally Vehicle Technical Rules" and the "Work Manual of China Automobile and Motorcycle Federation".
Competition dates and related content in this document are for information purposes only. Specific event schedule shall be subject to subsequent event guidelines and supplementary rules.

Date of registration: from March 10, 2023
The registration fee reduced period ends on April 10, 2023. The registration fee will be reduced by 10% before this date, after which the registration fee will be fully charged.
End of the registration: 25 April, 2023 (Tuesday at 17:00)
Registration place: China Automobile and Motorcycle Sports Federation-China off-road championship secretariat, Xinjiang Taklimakan Automobile and Motorcycle Sports Club Co., Ltd.
Participants are requested to register within the specified time. Entries beyond the registration deadline will not be accepted.
The Qualification of Registration as the Pilots
1, The pilots and co-pilots registered to participate in the auto and truck category must hold the cross-country rally R or A class (inclusive) or above level valid race license issued by China Automobile and Motorcycle Sports Federation in 2023.
The pilots and co-pilots from Hong Kong, Macau and China Taipei can enter the race with a valid race license issued by their respective automobile association and a letter of consent from their respective automobile association.
The pilots and co-pilots from Hong Kong, Macau, and China Taipei are also required to hold a temporary Chinese driving license, which can be applied by individuals upon entry the border of China.
For the pilots and co-pilots from foreign countries, please contact the CAMF Cross Country Secretariat for relevant policies.
2, The pilots registered to participate in the two-wheel motorcycle and ATV category must be at least 18 years old, and hold the motorcycle driving license issued by the traffic control department, and the 2023 motorcycle rally Class A competition license issued by the China Automobile Motorcycle Federation.
The pilots and co-pilots from Hong Kong, Macau and China Taipei can enter the race with a valid race license issued by their respective motorcycle associations and a letter of consent from their respective associations.
For the pilots from foreign countries, please contact the CAMF Cross Country Secretariat for relevant policies.
The pilots from Hong Kong, Macau, and Chinese Taipei and foreign countries are also required to hold a temporary Chinese driving license, which can be applied by individuals upon entry the border of China.

The Racing Vehicle
1. The Category
The rally accepts the registration of Motorcycle category, the auto T1+, T1, T2, T3, T4, and T5.
2. Vehicle Qualification
The racing teams from auto category must comply with the safety guidelines stated by the Road Traffic Law and the relevant regulations of the 2023 Automobile off-road Rally vehicle technical rules "Modification General Rules" (G282) "Safety Equipment and modification" (G283).
Motorcycle category should refer to the subsequent relevant rules.
Other rules for participating vehicles are detailed in the following announcements and notices.
Expense
1. Registration fee and service fee
1.1 Registration fee for Auto category
Each car group: 1 racing car, 1 pilot, 1 co-pilotr;
The teams accepting the organizer's advertisement: 70,000 RMB (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
The teams not accepting the organizer’s advertisement: RMB 90,000 (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
Club teams registered for the Club Cup are exempt from the group registration fee.
The manufacturer teams registered for the Manufacturer Cup are exempt for the group registration fee.
1.2 The registration fee for the truck T5
Each truck group: 1 racing truck, 1 pilot, 1 co-pilot and 1 mechanician;
The teams accepting the organizer's advertisement: 80,000 RMB (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
The teams not accepting the organizer’s advertisement: RMB 104,000 (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
The manufacturer teams registered for the Manufacturer Cup are exempt for the group registration fee.
1.3 The registration fee for the Moto category:
Each moto group: 1 racing moto, 1 pilot.
The teams accepting the organizer's advertisement: 40,000 RMB (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
The teams not accepting the organizer’s advertisement: RMB 50,000 (registration fee includes a racing certificate, a set of car stickers, and a set of work car stickers).
The manufacturer teams registered for the Manufacturer Cup are exempt for the group registration fee.
1.4 Team staff registration fee: 3000 yuan per person (including mechanics, reporters, logistics and other types of staff) The fee includes personal accident insurance no less than RMB 1,000,000 yuan and RMB 300,000 yuan accident medical insurance, and the rally souvenirs.
1.5 Team car registration fee: 4000 yuan per car (the registration car sticker provided by the Organizing committee).
1.6 For security purposes, the personnel entering and leaving the camp must wear a card, and the vehicle must have a car sticker. Non-related personnel and vehicles are not allowed to enter and leave at will.
2. The service fee includes the following content
2.1 Rally entry rights (including the car plate of racing car, car sticker, ID card, souvenir, and document bag. The Control zones will be set up for the whole racing route of the event, for the start and the finish points of the camp and of each stage, for the opening and closing ceremonies and other large events. The access safety control will be performed with police inspecting the identification cards of personnel and vehicle).
2.2 The organizing committee will allocate the corresponding area and location of the camp according to the registration of the team.
2.3 Providing air helicopter emergency medical rescue services for pilots and co-pilots during the stage.
2.4 Providing the ground medical rescue services for pilots and co-pilots during the stage.
2.5 For registered racing cars and work vehicles, providing full escape towing rescue service (commercial service, will be charged according to the actual service).
2.6 Providing personal accident insurance of not less than RMB 1,000,000 yuan and accident medical insurance of RMB 300,000 yuan for each applicant.
2.7 The use of the race route, venue area and the whole race traffic guarantee.
2.8 Fuel supply for motorcycle category, ATV category, T3 category and the T4 category in the stage (fuel fee will be charged).
2.9 The camp public area illumination service.
2.10 Camp sanitation and lavatory services
2.11 The camp secretariat will be open for the teams to check the situation during the competition.
2.12 Attending the opening and awarding ceremony.
3.Registration and service fees do not include services provided by third parties, as well as event security equipment rental fees and deposits (not charged by the organizer);

4. Other security equipment and service deposits provided by third parties
4.1 Satellite tracker
The satellite tracker system consists of a GPS antenna, an iridium antenna, a tracker, a vehicle mount, and a power cable. (can be installed in advance)
It is mandatory for all teams participating in the race to have this system installed, which will be checked during the technical scrutineering.
The rental fee for each satellite tracker is RMB 6,500 yuan (including information flow fee), the equipment deposit is charged by the team, each team is RMB 15,000 yuan (limited to 3 trackers), and the deposit for each registered pilot is RMB 10,000 yuan. The relevant company will arrange special personnel to assist the team to install the equipment during the administrative scrutineering and collect the rent and deposit. The equipment will be recollected at the end of the race and the deposit will be returned after the equipment inspection.
4.2 Race Specific Navigation and Overtaking Alarm System (ENB)
The navigation system for the competition consists of a GPS antenna, a monitor, a vehicle mount and a power cable. The system can be installed in advance.
It is mandatory for all teams participating in the race to have this system installed, which will be checked during the technical scrutineering.
The rental fee for the specific navigation and ENB is RMB 5,500 yuan (this edition), the equipment deposit is charged by the team, each team is RMB 15,000 yuan (limited to 3 equipment), and the deposit for each registered pilot is RMB 10,000 yuan. The relevant company will arrange special personnel to assist the team to install the equipment during the administrative scrutineering and collect the rent and deposit. The equipment will be recollected at the end of the race and the deposit will be returned after the equipment inspection.

4.4 Video Capture Device
The system consists of 1 Camorama 256G data talk hologram recorder, 1 camera lens protection cover, 1 camera bag, 1 1.2m Micro USB charging cable, 1 audio cable, 1 installation kit conversion kit, 1 OTG cable, 1 GPS module, 1 charger (can be installed in advance).
The annual seed riders and previous winning groups (the list is announced after registration) must install this system (the use of equipment is free and a deposit needs to be charged), which will be checked during the technical scrutineering. If other teams want to use video camera equipment, they need to report to the organizer during administrative scrutineering and install it after being approved by the official technical scrutineering.
The deposit for each set of Camorama holographic recorder is RMB 5000 yuan. The relevant company will arrange special personnel to assist the team to install the equipment after collecting the deposit during the administrative scrutineering, and the company will recollect the equipment at the end of the race, returning the deposit after the equipment inspection. If the rented equipment is not returned within three days after the race, it will be deemed to be purchased by the racing team and the deposit will not be refunded.

Insurance
1. The event Organizing committee shall uniformly undertake the public liability insurance of the event, including the third-party liability insurance of the racing car at the specified time and on the specified race route.
2. Personal accident insurance and medical emergency insurance. The organizer will provide the personal accident insurance of no less than RMB 1,000,000 yuan and accident medical insurance of RMB 300,000 yuan for all the participating teams. Non-mainland groups are required to purchase their own individual travel insurance, which must be presented during the administrative scrutineering. The event organizer will check the insurance of the non-competition staff at the time of the registration. For those who do not buy the insurance, the organizer will provide the specified insurance purchase service.
3. Third party liability insurance and mandatory liability insurance for traffic accidents
In addition to racing cars, all participating vehicles including temporary entry vehicles must apply for third party liability insurance and mandatory liability insurance for traffic accidents during the race, and the amount of third-party insurance is not less than 100,000 yuan. The policy must be presented during the administrative scrutineering. The event organizer will provide insurance service during the administrative scrutineering.

2. Log in to www.atr123.com, click on the team registration page → Register individual user information → Click on select category → Fill in the application form → Submit the application form → Wait for approval → Approval → Successful registration.
