2007 China Xinjiang Around Taklimakan Auto and Motorcycle Cross Country Rally (referred to as 2007 Around Taklimakan Rally) is scheduled to be held in Xinjiang from May 1 to May 12, 2007. To facilitate participation in the event by clubs, auto teams and individual auto racers, we hereby make the following notice:

1. Registration Time
Registration Start Date: December 20, 2006

2. Qualification of Applicants for Club Cup and Manufacturer Cup
Organizations that have been registered with authorities of civil affairs or authorities of industry and commerce and operate as legal person with civil capacity may apply for participation in Club Cup. Auto team and motorcycle team that apply for Club Cup shall consist of at least two vehicles or five vehicles at the most in the same group.
Auto teams applying for Manufacturer Cup shall present certificates of authorization by automobile manufacturers, and one such team shall consist of at least two automobiles produced by the manufacturer. For auto racers who apply for Manufacturer Cup, only scores for individual and Manufacturer Cup shall be recorded, but the scores of Club Cup shall not be recorded.
Motorcycle team that applies for Manufacturer Cup shall present certificate of authorization issued by manufacturer, and the team shall consist of at least two motorcycles produced by the manufacturer. For auto racers who apply for Manufacturer Cup, only scores for individual and Manufacturer Cup shall be recorded, but the scores of Club Cup shall not be recorded.
3. Qualification of Racers
1) For 2007 Around Taklimakan Rally, a crew in the auto category shall be composed of one driver, one pilot and one vehicle, and a team shall consist of more than one crew
2) For 2007 Around Taklimakan Rally, a crew in the motorcycle category shall be composed of one rider and one motorcycle, and a team shall consist of more than one crew
3) Members of crew and team may apply for registration; and collective applicants designated by clubs, manufacturers, other commercial groups and collective organizations may apply for registration.
4) Healthy Chinese citizens having held valid motor vehicle driver's license of People's Republic of China issued by traffic administration authority for at least two years, drivers from Hong Kong, Macao and Taiwan who hold valid driver's license of Hong Kong and Macao Special Administrative Region and Taiwan for at least two years, and foreigners holding driver's license of their home country for at least two years and having been covered by medical insurance and travel insurance may apply for registration.
4. Qualification of Vehicles
Racing vehicles shall conform to Standards on Inspection of Vehicles, 2007 Around Taklimakan Rally . For details, please enter official website of Around Taklimakan Rally: www.atr123.com .
Vehicles used in 2007 Around Taklimakan Rally shall be in compliance with the following rule: for off-road cars and motors produced or sold subject to approval within the territory of the People's Republic of China, vehicles under temporary entry or exit that will be used in the Rally, application for registration shall be made by foreign applicants holding complete and valid certificates issued by Customs.
5.Groups and Class of Racing Vehicles
Group HT1: class of gasoline cars including modified cars and off-road cars
Group HT2: class of diesel cars including modified cars and off-road cars
Group HT3: remolded motorcycles with discharge capacity below 250cc (excluding 250cc)
Group HT4: remolded motorcycles with discharge capacity of 250cc (including 250cc)—400cc (excluding 400cc)
Group HT5: remolded motorcycles with discharge capacity above 400cc (including 400cc)
Car category is divided into Group HT1 and Group HT2, with each group consisting of at least 15 cars but not more than 50 cars. Motorcycle category is divided into Group HT3, HT4 and HT5, with each group consisting of at least 9 motorcycles but not more than 30 motorcycles.
6. Quantity of Entrants
1) For the category of cars, the ceiling number of registered racing cars is 100. Racing teams and individuals should promptly confirm qualifications and remit registration fee. We shall accept application according to the date of remittance, but we shall no longer accept application so long as the quantity of registered racing cars reaches 100. The ally organizer shall have the right to reject any application received after the quantity of registered racing cars has reached 100.
2) For the category of motorcycle, the ceiling number for registered motorcycles is 90. Racing teams and individuals should promptly confirm qualifications and remit registration fee. We shall accept application according to the date of remittance, but we shall no longer accept application so long as the quantity of registered racing motorcycles reaches 100. The ally organizer shall have the right to reject any application received after the quantity of registered racing motorcycles has reached 90.
7. Registration Fee and Points of Attention
1) Category of Car
For applicants accepting advertisements by the ally organizer:
If application is submitted before March 1, 2007, the registration fee shall be RMB 5000 yuan.
If application is submitted before April 1, 2007, the registration fee shall be RMB 10000 yuan.

3) Backup cars (including maintenance vehicles and team manager's car)
3.1) If application is submitted before February 1, 2007, the registration fee shall be RMB 1000 yuan/car.
3.2) If application is submitted before March 1, 2007, the registration fee shall be RMB 2000 yuan/car.
For category of cars, every crew or team may have one car as backup car. Every team consisting of more than three crews may have two more cars as backup cars; every team consisting of more than five crews may have three more cares as backup cars. As for category of motorcycles, every crew or team may have one backup car. Every team consisting of three crews may have one more backup car.
4) Cars of Rally Reporters
4.1) If application is submitted before February 1, 2007, the registration fee shall be RMB 500 yuan/car.
4.2) If application is submitted before March 1, 2007, the registration fee shall be RMB 1000 yuan/car.
Each vehicle team may have one car for their reporters.
5) Materials covered by Registration Fee
5.1) the registration fee of racing vehicle shall cover costs of 1 set of roadbooks, 1 set of manual of rules, 1 set of posters, 1 set of racing car plates , 2 sets of handbook of procedure, 2 chest cards, 2 sets of score recording book, 2 tickets for awarding evening banquet.
5.2 )The fee of each backup car includes the costs of a set of maintenance roadbook, a set of vehicle posters, a handbook of procedures, four chest cards and four tickets for awarding evening banquet.
5.3) The fee of each reporters' car includes the costs of a set of reporter's roadbook, a set of manual of rules, a set of vehicle posters, a handbook of procedures, four chest cards, a set of score book and four tickets for awarding evening banquet.
6) Registration fee collected by the rally organizer shall be used for the following items:
6.1) roadbook, manual of rules, handbook of procedure, poster, plate, cards, score book, ticket for awarding evening banquet.
6.2) Emergency aid (including costs for binding up wounds, arresting bleeding and medicines, excepting costs on transfer to another hospital and hospitalization).
6.3) Registration fee excludes insurance fee, accommodation fee, fuel fee, highway tolls and rescue vehicle towing fee; attendee will be responsible for all the losses (trouble-making, punishment for violation of traffic rules, damage of vehicles and casualty etc.) caused by themselves.
6.4) The application fee of each competitor includes the costs of breakfast and dinner in the wild camping during the rally.
6.5) The application fee of backup staff and reporters excludes the cost of breakfast and supper in the wild camping during the rally; if the members of any group want to enjoy the meals we provided, please contact the logistic group of the organization committee in advance and pay for the meals.
7) Guarantee money
Every crew shall pay guarantee money in amount of RMB 5000 yuan together with its registration fee. Any applicant refusing to pay guarantee money shall be rejected from administrative examination. The guarantee money includes fuel deposit of 2000 yuan for wild stages and rescue deposit of 3000 yuan (the rate for tow service is 10 yuan/km on race course and 5 yuan/km on road).
Every motorcycle crew shall pay guarantee money together with its registration fee. Any applicant refusing to pay guarantee money shall be rejected from administrative examination. The guarantee money includes costs for first aid in case of emergency and costs for towing or carrying motorcycles. Guarantee money shall be paid as per the following rates: Group HT3 1000 yuan, Group HT4 1250 yuan and Group HT5 1500 yuan. For foreign riders: Group HT3 1000 yuan, Group HT4 1250 yuan, Group HT5 1500 yuan. (the rate for towing or carrying service in case of emergency is 3 yuan/km on race course, 1 yuan/km on road).
Guarantee money functions also as a mortgage to make racers observe rules concerning rescue and security. Call for emergency medical aid is prohibited, otherwise the corresponding part of guarantee money shall be confiscated. The guarantee money shall be refunded to the applicants within 15 working days after relevant costs are deducted.
Chinese riders' backup car and reporter's car must pay the guarantee money in amount of RMB5000 yuan together with their registration fee and the foreign riders' must pay RMB10000 yuan. Any backup car and reporter's car refusing to pay guarantee money shall be rejected from entering the rally. The guarantee money includes fuel deposit for wild stages and rescue deposit for t railer.
8) Way of Payment
The registration fee (referring to fee paid for racing vehicles and maintenance vehicles) shall be remitted to the following account by cable transfer within the required time limit:

The application for registration shall be accepted only after the registration fee and guarantee money in cash are paid in full. Note: the registration fee shall be remitted to the designated account before the expiration of time limit for application, and the remittance shall be notified to the permanent secretariat of Around Taklimakan Rally
9) Refund of Registration Fee
In the following case, the registration fee shall be refunded in full:
9.1) the application is rejected;
9.2) 2007 Around-Taklimakan Rally failed to take place;
9.3) entrants failed to pass the administrative examination and their vehicles failed in the vehicle examination, therefore they are rejected from the rally, the registration fee shall be refunded at rate of 50%.
9.4) The organizer shall refund 50% of the registration fee to the entrants who failed to launch their vehicles due to force majeure (presenting certificates issued by their auto or motorcycle sports association).
8. Insurance
1)Public Liability Insurance will become effective on April 30, 2007 and expire on May 15, 2007.
2) Accidental Physical Injury Insurance and Medical First Aid Insurance Every entrant shall have itself insured against accidental physical injury with indemnity not less than 200,000 yuan and against medical first aid with indemnity not less than 40,000 yuan. Entrants from places other than Chinese mainland shall have themselves insured against individual travel. All required insurance policies shall be presented for registration and administrative examination.
9. Advertisement
1) Advertisements may be posted on vehicle body, including vehicle roof. Advertisements with width not more than 10 cm may be posted on car wind screen and on upper part of car's rear window. As for category of motorcycles, advertisements with width not more than 5cm may be posted on wind screen. Other parts of motorcycle are free for posting advertisements.
2) Advertisements shall be obtained at registration and examined at technical examination.
Crews accepting advertisements of the organizer shall allow posters in mandate parts of vehicles. In addition, they shall allow posters in other parts of vehicles (parts other than wind screen, driver's window, co-driver's window and rear window) and allow posters of sponsors on clothes and helmets.
Crews refusing advertisements of the organizer shall allow mandate posters (rally logo, number, logo of chief sponsor) on vehicles and rally logo and logo of chief sponsor on rally uniform.
10. Identity and Number
For the category of cars, name and blood type of entrants and mark of national flag of the People's Republic of China shall be glued on font wing boards or rear window of cars, and anybody in violation of the rule shall be fined as penalty. As for the category of motorcycles, name and blood type of entrants shall be glued on both sides of gasoline tank of the motorcycle. Any entrant in violation of the rule shall be fined as penalty.
11. Awards for Category of Cars (individual income tax on prize shall be withheld by the organizing committee)

For the Category of Motorcycles, crews of Group HT3, HT4 and HT5will compete in total scores, and the top 6 winners will be awarded prize money, cups and certificates. If the number of racing motorcycles reaches 18, the top six winners will be awarded prize money; if the number of racing motorcycles exceeds 15 (including 15) but does not reach 18, the top five winners will be awarded prize money; if the number of racing motorcycles exceeds 12 (including 12) but does not reach 15, the top four winners will be awarded prize money; if the number of racing motorcycles exceeds 9 (including 9) but does not reach 12, the top three winners will be awarded prize money; if the number of racing motorcycles does not reach 9, the category of motorcycles will be canceled.
