2007 China Xinjiang Around-Taklimakan Auto & Motorcycle Rally Logistic Support Program (Draft)


I. Duties of Logistic Personnel and Working Procedure
1. Director of Accommodations Service
     The Director of Accommodations Service shall administrate and oversee Cooking Service Group, Rally Officials Service Group, Press Service Group and Entrants Service Group. And the Director of Accommodations Service shall keep watch on and promptly handle emergency events beyond the capacity of the heads of the above-said groups, and finish tasks assigned by the top authority of the Rally. Also, the Director of Accommodations Service shall coordinate assignment of service vehicles and personnel, convene     communication meeting of the four service groups.
    Rally Officials Service Group The Rally Officials Service Group shall be in charge of board and lodgings for event officials (including officials of the organizing committee, referee and other workers). The head of the Group shall supervise and administrate the group, assign service vehicles for rally officials and assist referees in recording and announcing scores.
    Press Service Group
    The Press Service Group shall take charge of board and lodgings for news reporters. The head of the Group shall administrate and supervise the work of the group, keep contacts between the Press Service Group and other groups and assign press service vehicles.
     Entrant Service Group
     Some motorcycle crews consist of one driver, so it is difficult for them to make proper arrangements for board and lodgings and transportation of equipment during the rally. For this, a motorcycle service group is established. 4 enthusiasts of motorcycle sport may be recruited as volunteer members of the motorcycle service group. The head of the motorcycle service group shall be appointed by the organizing committee. The motorcycle service group shall be responsible for accommodations and equipment transportation for motorcycle drivers, and communicate with motorcycle drivers after event every day to hear their opinions. The service group shall timely locate and settle problems, and if there is any problem beyond their settlement, the problem shall be reported to higher authority of the rally. The organizing committee shall make unified arrangements for board, lodgings and traffic of the volunteer members. The measures herein may be applied for individual crews in category of cars.
     Cooking Service Group
     The Cooking Service Group shall be responsible for meals and camp meals. The group shall guarantee sanitation, quality and quantity of meals.
     2. Director of Camp
     The Director of Camp shall be responsible for setting up tents (a tent for the organizing committee, one for press center, one for rally officials and one for service vehicle drivers), layout of camp areas, and take charge of nightly security, watch and patrol in maintenance area.
     3. Director of Service Vehicles
     The Director of Service Vehicles shall conduct a complete survey on all service vehicles and their drivers before the start of the rally and formulate a plan for assigning service vehicles. During the rally, the Director shall obtain information on the use and conditions of service vehicles, and communicate with distributors (directors from service vehicle providers shall act as distributors) of service vehicles in different groups.
     4 、 Director of Finance
     The Director of Finance shall oversee the work of the Fuel Supply Group and the Finance Group, effectively carry out financial work, settle emergency events faced by the Fuel Supply Group and Finance Group, finish tasks assigned by the top authority for the rally, formulate work plan and pre-emergency plan for the Fuel Supply Group so as to ensure fuel supply during the Rally.
     The Fuel Supply Group
     The Fuel Supply Group shall formulate detailed and complete fuel supply plan to ensure timely and safe fuel supply. The Fuel Supply Group is divided into two sub-groups. Su-Group 1 shall take charge of oil supply for racing vehicles in stages and ensure oil tankers to arrive at oil stations and prepare operational measure instruments; Sub-Group 2 shall be in charge of oil supply for start points and end points, ensure adequate and prompt oil supply for oil stations. If field work is needed, Sub-Group 2 shall ensure oil tankers to arrive at oil stations at required time, provide operational measure instruments.
     Finance Group
     The Finance Group shall conduct settlement of costs incurred during the rally, including board and lodgings of rally participants, oil for vehicles and emergency events. At leisure time, the Finance Group shall carry out tasks temporally assigned by the top authority of the rally.

     Intensive training shall be conducted for all service members before the rally. If a service member has a problem to be solved, he or she shall report the problem to the head of the group to which he or she belongs, and if the head of the group cannot solve the problem, the head shall report the problem to the command-in-chief for settlement. The organizing committee shall convene meeting of communication every evening, solve urgent issues and keep the directors of different groups and heads of sub-groups informed of the latest information of the rally.

II. Accommodations Service Plan
1. Time: May 1-May 13, 2007
2.Rally Route: Urumqi-Turpan Basin-Korla-Ruoqiang-Qiemo -Yutian-Keliya-Yutian-Hotan-Arksu-Korla-Urumqi
3.Specific Arrangements for Accommodations During Rally
     Principle to guide work of service groups: members of Rally Officials Service Group, Press Service Group and Entrant Service Group shall make effective arrangements for accommodations for service targets and effectively handle problems facing service targets. Every service group shall work hard to ensure accommodations available to every service target. After completion of their respective work, service groups shall count number of members and rest at designated place. At 24 every night, heads of service groups may not have sleep until they count members of their own groups and attend meeting of communication at the tent of press center. The cooking service group may not go to sleep before until it finish after-supper work, prepare breakfast and road meals for next day.
     To ensure meals for entrants in no man's areas, entrants shall pay a total of 200 yuan for 4 breakfasts, 4 suppers and 7 lunches.
     (since the plan for accommodations involves the specific rally routes, the plan will not be made public for the time being. The plan will be announced 15 days before the rally)

III. Service Vehicle Distribution Plan
1. Classification of service vehicles
Service Car for Rally Officials, including command car, referee car and cars for sponsor's officials and viewing officials;
Service Vehicle for Logistics: service vehicles used by service groups;
Service Vehicle for Rescue : including service vehicles used by rescue group, medical group and collection group;
Communication Vehicle, including vehicles used for rally communication, rescue communication, press communication and logistics communication;
Press Service Vehicle : including service vehicles for personnel from press.

3. Management of Vehicles
1) A director of service vehicles shall be appointed for the rally and the director shall be in charge of allocation of service vehicles. Service vehicles needed by service groups shall be assigned by vehicle providers or by the director of service vehicles. Service groups shall oversee the condition of service vehicles and the passengers, and in case of abnormal condition of service vehicles or unidentified passengers, the service groups shall promptly handle the case or report the case to the director of service vehicles for handling.
2) Quantity of Service Vehicles to Used by Different Service Groups
A. Command car and cars for rally officials: 6 off-road cars (tentative), including press car, logistic command car, rescue command car, referee command car and cars for rally viewing officials and sponsors;
B. Referee car: 8 off-road cars (tentative), including referee cars at start point, referee car at check point and referee cars at end point;
C. Logistics Management Vehicles: 8 off-road cars, 4 six-wheel drive trucks (tentative), and these vehicles will be used by the director of logistics, director of service vehicles, finance group, rally officials service group, press service group, entrant service group, fuel supply group and camp group.
D. Press Cars: 15 off-road cars (tentative)
E. Communication Maintenance Vehicle: 4 off-road cars (tentative)
F. Rescue Vehicle: 8 modified off-road cars, 4 six-wheel drive trucks
G. Medical Support Vehicle: 6 off-road cars
H. Spare Vehicle: 10 off-road cars, 2 six-wheel drive trucks
3) Working Procedures of Service Vehicles
A. Command cars and rally officials cars shall be assigned only by director of service vehicles, and these cars are entitles to free run for work and subject to no restriction of time, place and route. Viewing cars may go with command car, while the cars for sponsors will go following the logistic service vehicles.
B. 2 vehicles shall be provided for the logistic service group, and in case of shortage of vehicles, the 2 vehicles will be used for meeting needs. Logistic service vehicles shall be assigned by the director of service vehicles. Within 2 hours before the start of the rally, logistic service vehicles may not enter race course without authorization. Logistic service vehicles that are not allowed to enter special race course shall run to another point for assembly through working routes.
C. Press service cars shall be assigned by the director of service vehicles. 2 spare press cars shall be provided and go with logistic service vehicles. Within 3 hours before the start of the rally, press cars may be driven to race course for setting up cameras, but at one hour before the start of the rally, press cars may not be driven to race course. On passageways, at entry or exit to cities, press cars may run freely for taking pictures should they cause no effects on racing vehicles and on traffic security.
D. Rescue vehicles, medical service vehicles and communication maintenance vehicles shall be assigned by the rescue command-in-chief. One medical service vehicle shall run with logistic service vehicles. 4 off-road cars, 2 four-wheel drive trucks will be provided as emergency vehicles and they shall go with the logistic service vehicles.

IV. Fuel Oil Supply Plan

2. Precaution for Refueling
All vehicles shall, according to map of refueling routes distributed by the organizing committee, be driven to designed places for refueling at required time.
1) Order of refueling at camp: racing vehicles, service vehicles for the organizing committee (except for special cases). Every vehicle shall queue up for refueling at the refueling points designed by the organizing committee.
2) Order of refueling at racing roads and stages: racing vehicles, service vehicles for the organizing committee (referee car-press car-rescue vehicle-logistic service vehicles). Racing vehicles shall be refueled in order of arrival. Every vehicle shall queue up for refueling at the refueling points designed by the organizing committee.
3) When refueling at camp, since refueling point is 1000 meters from the camp, all vehicles shall queue up and the distance between vehicles may not be less than 1 meter. The Fuel Supply Group shall refuel vehicles in the order of queue (except for rescue vehicles). Those who violate rules for refueling shall be rejected from refueling. In the course of refueling, please refrain from making noise, smoking and throwing about garbage, and turn off engine, mobile phone, vehicle radio station. Violators shall be reported to the chief referee and the organizing committee for penalty.
4) After refueling, vehicles shall be driven to camp promptly. Assembly and chatting are prohibited at the refueling points. Walking about around the refueling point is prohibited. Violators shall be reported to the chief referee and the organizing committee for penalty.
5) For safety, vehicles at camp may not be refueled after it is dark (except for rescue vehicles). Refueling shall begin at 7 in the morning.
6) When refueling at oil stations of PetroChina along the racing course, the service vehicles of the organizing committee shall be refueled at the designated oiling machine. Racing vehicles shall be refueled at the designated oiling machine. After arrival at camp, service vehicles of the organizing committee shall be refueled on the day of arrival, and notice will be given for time.
3. Settlement of Refueling
1) In special stages, racing vehicles shall be refueled by refueling trucks, and entrants shall pay cash for refueling. In other places and at other times, entrants shall refuel their vehicles at oil stations of PetroChina and entrants shall pay cash to oil stations of PetroChina.
2) To make easy refueling for entrants so that they make good records, in stages and camps, at refueling points where refueling trucks are provided, entrants shall pay deposit, and accounts shall be kept for refueling. Those refusing to pay deposits shall be rejected from refueling.
3) Costs of oil refueled by oil stations of PetroChina shall be paid by entrants.
4) Vehicles other than racing vehicles shall bring oil barrels with fuel oil of at least 40 liters.
4. Fuel Supply Plan (omitted)
(since fuel supply plan involves the specific rally routes, the plan will not be made public for the time being. The plan will be announced 15 days before the rally)
5. Financial Plan
1) Fees for fuel, meals and guarantee money shall be paid together with registration fee, and notice shall be made on line. The fees and guarantee money will be refunded to the remitting account number.
2) Finance group and other service groups shall cooperate and issue receipts, refueling cards and meal cards to entrants at required place and time. Vehicle number, names of entrant and pilot are indicated on refueling card. When vehicle is refueled for the first time, the receipt shall be presented, and the receipt shall be signed by the fuel supply group after refueling every time.
3) The finance group shall be divided into two sub-groups. One sub-group shall assist director of logistics in settling costs of accommodations, the other assist the fuel supply group in settling costs of fuel oil.
4) Petty expense incurred during rally may not be settled unless it is approved in writing by the authority of the rally and director of logistics.
5) Refund of fuel fee and guarantee money shall be settled within 15 days after end of the rally.
6) Prize money shall be settled at designated room of hotel after closing ceremony. Other costs will not be paid at rally time.
7) Vehicles not refueled at required time shall be notified to vehicle dispatcher, and these vehicles shall be dealt with by dispatcher and finance group.
8)Unit price of fuel oil shall be accurate to the unit of yuan, and amounts shall be recorded and signed by the finance group. The amount of oil price or quantity of added fuel oil shall be recorded in refueling card
9) Pre-paid fee for fuel oil: 2000 yuan/car, 500 yuan/motorcycle

V. Camp Maintenance Plan
6 workers
Equipment: lighting device, colored flags, ground anchor, separating strip, electric baton, security sleeve rings, high-power speaker, hand walkie-talkie.
Two vehicles
The camp group shall have a head responsible for coordinating. The camp group shall go to camp together with cooking service group. Before the arrival of other service groups and entrants, the camp group shall make division of camp, set up signs, direct vehicles to park and be responsible for nightly security patrol for racing vehicles and maintenance area. If abnormal events should emerge, the members of the camp group may stop relevant persons through speakers. Those refusing accepting instructions shall be reported to referee group for handling.
