2007 China Xinjiang Around-Taklimakan Auto & Motorcycle Rally


Framework of Rescue Service
Rescue Command-in-Chief-- Vehicle Rescue Group; Medical Rescue Group; Collection Group; Emergency Rescue Plan
(secure communication is the precondition for smooth work of the above groups)

I. Vehicle Rescue Plan
    Vehicle Rescue Group: members of the group shall be skilled in vehicle maintenance and repair, and have experience in driving in wild land and in self-help. A vehicle will be equipped with a driver and two volunteers. It is required that priority be given to volunteers with skill in maintenance and driving. (Volunteers will be the main source of maintenance and repair men. If volunteers recruited cannot meet needs, paid maintenance and repair men will recruited)
1. Working procedure of vehicle rescue group
    3-4 rescue crews will be established. One crew will stay at the start point, the other three crews will enter rally course according to the layout of rally course. Every crew has one off-road car, one big off-road car and emergency maintenance and repair tools. A crew will consist of 4 members (including drivers and repair men). Rescue crews shall tow damaged vehicles to the nearest repair station if the vehicles fail to response to repair there and then on rally course and the entrants allow the vehicles to be towed and repaired. After the rescue group and collection group gave detailed explanations about the result, if the entrants still refuse to accept rescue and they sign the rescue and collection sheet, then this shall be deemed waiver of the right to be rescued. The rescue group and collection group shall continue to do other jobs of rescue and collection. At the end point, the rescue group shall submit the rescue and collection sheet to the referee group
2. Rules concerning Towing Service. If any racing vehicle failed to finish the stage because of malfunction, the entrant accepted rescue and went through formalities for rescue, the rescue group shall tow his or her vehicle. The charge for towing service is 10 yuan/km on racing course, 5 yuan/km on road; for motorcycle, the charge for towing service is 3 yuan/km on racing course, 1 yuan/km on road. After the motorcycle crew has been towed to the nearest city or county, the motorcycle must be unloaded so that the rescue group can promptly carry out rescue for next stage
3. Principle for Vehicle Rescue
3.1 The vehicle rescue group shall first rescue racing vehicle on condition that the rally go smoothly. If in special stages the rally cannot go smoothly because of rescue operations, then the formalities for collecting and towing vehicles shall be going through and the damaged vehicles shall be towed away from the main course, and after the stage was closed, the damaged vehicles shall be towed away from course and to safe place
3.2 The vehicle rescue group shall, on condition that the rescue operation for racing vehicles not be affected, rescue rally service vehicles (vehicles used for medical service, logistics, press, communication, referee and command).
3.3 The vehicle rescue group shall, on condition that the rescue operation for racing vehicles and service vehicles not be affected, rescue backup vehicles (maintenance vehicles, logistic support vehicle and press vehicle running after team). In addition, damaged vehicles may not be towed unless the formalities for towing vehicles are going through. The charge for towing backup vehicle is 15 yuan/km on racing course, 10 yuan/km on road.
4.Vehicles used by the Vehicle Rescue Group
The total number of vehicles in 2007 Around-Taklimakan Rally will increase, so will the volume of rescue operations. We will choose 8-10 Toyota 80 cars or off-road cars in the same class as our rescuing vehicles (priority will be given to vehicles with windlass); 8-10 big Unimog off-road cars will be chosen as rescuing vehicles (priority will be given to vehicles with windlass or with hoist).
5. Rescuing Tools and Equipment
Rescuing vehicle shall be equipped with attached tools, emergency motor oil, anti-icing fluid, brake oil, steel cable, iron wire, fire extinguisher, hydraulic expander, portable metal cutter, fireman's axe, canvas, shovel, wood board, small electricity generator, small air pump, oxygen welder, electric welder.


Ⅱ Medical Rescue Plan
1. Members of Medical Rescue Group
We will hire doctors and nurses of major hospitals in Urumqi as members of medical rescue group, and these doctors and nurses have much experience in 120 emergency treatment. They also have a high sense of responsibility.
2. Vehicles for Medical Rescue
We recommend Toyota 75 and Toyota 80 cars. These cars have enough space for emergency treatment of the wounded, and these cars have low failure rate. 6 cars will be used for rescue operations. A car will be equipped with three persons (including medical personnel and driver). No ride for any non-medical person.
3. Medical equipment and medicine. Equipment and medicines that were used in 2006 ATR but remain effective will be used. In addition, first-aid equipment and medicines required by the medical service group will be purchased (such as respirator, oxygen bottle, transfusion medicine, cardinala ampoule and haemostatic forceps). Every rescuing vehicle shall be equipped with the above-said medicine and equipment.
4. Working procedure of medical rescue group
4.1 For category of cars, a medical rescuing vehicle will be launched after every 15 cars run; for the category of motorcycle, a medical rescuing vehicle will be launched after every 20 motorcycles run. This model of medical rescue service can effect rescue operation within the possible shortest time
4.2 Medical rescuing vehicles run on racing course, so they must allow ways for racing vehicles promptly.
4.3 Medical rescue group shall carry out rescue operations for all participants in the rally. The order of medical rescue service: entrant—reporter and backup personnel—members of the organizing committee.
4.4 In case of emergency, the medical rescue group may contact the rescue command-in-chief through communication device or satellite telephone and request to launch emergency rescue plan.

III. Collection Plan
1. The collection group shall collect members of racing crew (entrants and pilots) who request for collection and whose vehicles are damaged and cannot be repaired to normal conditions there and then. The collection group shall give ride to entrants and pilots. The vehicle rescue group shall be responsible for towing vehicles, but not responsible for transporting entrants and pilots.
2. The collection group shall be responsible for helping, collecting entrants and pilots and completing the rescue operation. The course where the collection group passed shall be deemed by the organizing committee as safe course.
3. The collection group shall first collect entrants and pilots, then the members of the organizing committee. If backup personnel requested for collection, they will be collected according to the situation. (if the actual situation does not result in serious consequence such as loss and casualty, the request for collection may be rejected; if the actual situation can possibly result in serious consequence such as missing or casualty, the collection group may collect the applicants after the situation is reported to the director of collection, and in addition, relevant formalities shall be gone through).
IV. Precaution for Rescue Operations
1. As for vehicles used by vehicle rescue group, collection group and medical rescue group, ride is prohibited to give persons unrelated to rescue without the written approval of the commanding officials or the rescue command-in-chief. If serious incidents are caused by ride of unrelated persons, the head of the group and the command-in-chief shall be held responsible.
2. Rescuing service requires strict observance of discipline, high sense of responsibility and devotion.
3. Tools and equipment for rescue service will be distributed to different rescue groups and the heads of these groups will sign for receipt of the tools and equipment. After the end of the rally, the tools and equipment shall be returned. If any tool or equipment is damaged, the reasons shall be submitted in writing, and if there is no justifiable reason for the damage, the head of the group shall be responsible for compensation.

V. Emergency Rescue Plan
The plan herein refers to the urgent action plan carried out in major emergency cases arising during the rally.
Two helicopters will be used to support 2007 ATR. Personnel, vehicles and communication channel will be assigned specially to provide support for helicopters. The two helicopters will be used for taking pictures and for emergency aid. Normally, helicopters will stay near rally course where there is little traffic of men and vehicles and watches will be assigned for the helicopters (the specific place will be determined according to requirements of the helicopter authority).
Work procedure
5.1 In the process of the rally, in case of serious casualty, the first witness shall take part in first aid and shall, at the first time, report the location of accident to the medical rescue group through communication system. After receiving report about the accident, the medical rescue group shall immediately arrive at the accident place. If the medical rescue group considers it necessary to have support by helicopter, the group shall report it to rescue command-in-chief and the rally command-in-chief and request to launch the emergency rescue plan. (in case of serious emergency, the wounded face risk of life and the communication with the rescue command-in-chief and the rally command-in-chief failed, the medical rescue group may directly launch the emergency rescue plan )
5.2 In the process of the rally, if serious results were caused by violation of rules(such as entrants deviate course due to refusal to follow instructions of the roadbook, and service personnel entering course without authorization)by any entrant or other participant such as injury, loss of ways and missing, and the situation necessitates the assistance of helicopters, the injured, lost and the missed shall be held responsible economically and legally.
