Instructions for registration
Any applicant shall send the complete signed application form together with the application fee to the secretariat of Taklimakan Rally of Federation of Automobile and Motorcycle Sports of People’s Republic of China and fill in at least the following contents:
-Full name, nationality, address, license number (of applicant and/or driver), driver's license number of each member of the team;
-Vehicle characteristics, groups and grades.
-If the nationality of the applicants, drivers and navigators is different from that of the ASN which the organizers belong to, the provisions of Article 70 of the General Principles of International Sports must be complied with.
Domestic drivers and navigators must hold valid A-level or above racing license of 2019 issued by Federation of Automobile and Motorcycle Sports of People’s Republic of China to sign up for competitions of T1, T2, T3, public group and truck group. If domestic drivers and navigators hold a national B-level license, it can be upgraded to a national A-level license during administrative examination)
-Applicants from Hong Kong, Macao and Taiwan must hold a valid competition license issued by their association or affix the seal of their association to the entry form. Foreign applicants must hold a valid competition license issued by their association or affix the seal of their association to the entry form.
-Applicants from Hong Kong, Macao and Taiwan and foreign applicants must hold valid motor vehicle driving license (including temporary driving license) issued by the Chinese government.

Supplementary Rules for Xinjiang Sub-race of 2019 China Taklimakan (International) Rally and China Cross-country Championship
-Domestic motorcyclists must be at least 18 years old and must hold a motorcycle driving license issued by the public security department of China and a cross-country rally A-level or B-level license issued by Federation of Automobile and Motorcycle Sports of People’s Republic of China.
The requirements for motorcyclists from Hong Kong, Macao and Taiwan and foreign motorcyclists are the same with those for foreign contestants in automobile group.
All maintenance vehicles must be linked to the applicants who have been accepted for registration.  Failure to comply with the relevant competition provisions may result in the removal of the maintenance vehicles from the approved list.
a) club cup and manufacturer cup a1) club cup
(T1.1 level, T1.2 level or T1.3 level, public group)
Teams registered with Federation of Automobile and Motorcycle Sports of People's Republic of China (see "Regulations on Team Registration and Competition License Application Measures by Federation of Automobile and Motorcycle Sports of People's Republic of China") are eligible for the competition. Only when racing teams with at least two racing vehicles of the same level (T1.1 level, T1.2 level or T1.3 level, public group) that participate in the competition can they get awards and points of this competition. Each registered team will designate up to three sets of vehicles in club cup of the same level. a2) All teams registered by manufacturer cup (T2.1 level or T2.2 level or T4 level) with Federation of Automobile and Motorcycle Sports of People's Republic of China (see "Regulations on Team Registration and Competition License Application Measures by Federation of Automobile and Motorcycle Sports of People's Republic of China") are eligible for the competition. Only when racing teams with at least two and no more than three racing vehicles of the same level or group (T2.1 level, T2.2 level or T4 level) that register in the competition and finally depart from the starting line can they get awards and points of this competition. All racing cars must be manufactured by the same automobile manufacturer and registered in the “Vehicle Manufacturing Enterprises and Products” issued by Ministry of Industry and Information Technology, and must also be registered with Federation of Automobile and Motorcycle Sports of People's Republic of China. All participating racing teams must issue a certificate of authorization from the automobile manufacturer.
Only teams participating in the club cup or the manufacturer cup are allowed to use foreign vehicle teams. Each racing team participating in this sub-race is limited to use one vehicle group with foreign racers and that team can get team points in this sub-race.

Supplementary Rules for Xinjiang Sub-race of 2018 China Taklimakan (International) Rally and China Cross-country Championship
b) Upon signing the application form, the racer and applicant agree to be subject to "General Rules of International Sports". Before the end of the administrative examination, the team members and applicants must sign the application form.
Before the administrative examination, only the Organizing Committee has the right to approve the replacement of one or more team members. Once the administrative examination and vehicle inspection begin, only the Arbitration Commission has the right to replace one or more team members.
Before the administrative examination, applicants can replace racing vehicles with the vehicle of the same group declared in registration.
If it is found during the vehicle inspection that a certain vehicle is not in conformity with its entry category, the Arbitration Committee will place it in another category or reject its entry upon the proposal of the vehicle inspection personnel.
Only applications attached with registration fee will be accepted.
The Organizing Committee reserves the right to refuse any driver, pilot or applicant to enter the competition in accordance with Article 74 of the “General Principles of International Sports”.

The registration fees include the fee for racing certificates, one set of racing stickers and three sets of working stickers.
Teams that sign up for the club cup will be exempted from group registration fee.
Teams that sign up for the manufacturer cup will be exempted from group registration fee.
 
Registration of Working Vehicles:
The driver's license and insurance must be presented during the administrative examination. After the registration is approved, the special sticker for the competition will be granted. Due to security needs, personnel entering and leaving the camp must wear identification cards, and vehicles must have stickers on them. Non-relevant personnel and vehicles are not allowed to enter and leave the camp at will.
Contents of Registration and Service Fee
- Fee for the right of participation (including racing cards, vehicle stickers, identification cards, souvenirs and document bags for applicants, camping service, control areas for large-scale activities such as the start and finish of the competition, the opening and closing ceremonies, etc.), access safety control, police inspection of competitors and vehicle identification cards.
-The Organizing Committee will allocate areas and location of camp for all teams according to their condition.
-Helicopter emergency medical rescue service for drivers and pilots in the sub-race.
-Ground medical rescue service for drivers and pilots in the sub-race.
-The Organizing Committee provides drag-and-drop rescue service for racing cars and working cars (drag-and-drop rescue service is commercial activity and related fees will be charged).
- Each applicant shall enjoy personal accident insurance (700,000 yuan) and medical insurance for accidental injury (30,000 yuan).
- Security guarantee of the competition route and competition areas.
- Lighting and electricity services for public areas in the camps.
- Sanitation and toilet facilities services in the camps.
- The information center established by the camps for contestants to keep abreast of the competition.
- The right to attend the opening ceremony, the departure ceremony and the award ceremony.

The registration fee does not include the fee for services provided by the third party.
-Personal and Vehicle Insurance Fees
-Fees for temporary driving license and temporary vehicle license
-Fees for vehicle transportation and customs service
-Fees for vehicle custody.
-Hospital fees.
-Security equipment rental fee and deposit (not collected by the organizer), fees for satellite trackers, fees for competition-specific GPS (ENB).
-Fuel cost.
-Other security equipment and service deposits provided by third parties.

Payment- the registration fee and service fee should be paid by applicants/racers and maintenance personnel through bank transfer.
-The organizer reserves the right to refuse the registration of any vehicle group that fails to pay the registration fee before ____ of 2019 (the specific time is subject to change).
-Any applicant who fails to pay in full will be refused departure and the deposit will be withheld.

After the race, each team will be given the invoice.
 
Deposit
4.1 Satellite Tracker
1.1 The satellite tracker system consists of one GPS antenna, one Iridium antenna, one tracker, one vehicle bracket and one power connection line. The system can be installed in advance.
1.2 It is mandatory for all teams participating in the competition to install the system and conduct inspection during the vehicle inspection.
1.3 The rental fee (for the sub-race) for each satellite tracker is: RMB 6,500 (including information flow charge). The equipment deposit is charged by the team with each team paying RMB 15,000 for no more than 3 sets. Individual applicant shall pay the deposit of RMB 10,000 for each set. The relevant company will arrange special personnel to assist vehicle teams in installing the equipment during the administrative examination and charge the rental fee and deposit. The equipment will be recovered at the end of the competition and the deposit will be returned if the equipment is intact according to the inspection result.

2 Competition-specific Navigation System (ENB)
2.1 The Competition-specific Navigation System consists of one GPS antenna, one display, one vehicle bracket and one power connection. The system can be installed in advance.
2.2 It is mandatory that all teams participating in the competition should install the system and inspect it during the vehicle inspection.  
2.3 The rental fee (for the sub-race) for each competition-specific navigation system is: RMB 5,500 (including information flow charge). The deposit of the system is charged by the team with each team paying RMB 15,000 for no more than 3 sets. Individual applicant shall pay the deposit of RMB 10,000 for each set. The relevant company will arrange special personnel to assist vehicle teams in installing the equipment during the administrative examination and charge the rental fee and deposit. The equipment will be recovered at the end of the competition and the deposit will be returned if the equipment is intact according to the inspection result

Withdrawal from the competition
a) To avoid ambiguity, any cancellation of registration and request of refund must be sent by letter. Letter of cancellation of registration and request of refund must be sent to: Xinjiang Taklimakan Rally Automobile and Motorcycle Sports Club (Co., Ltd). Refund for registration cancellation will be made by the following means: 1. If the cancellation of registration is made before May 20, a registration fee of RMB 10,000 will be withheld; 2. If the cancellation of registration is made after May 30, all registration fees will be withheld. If any contestant cannot participate in the competition due to serious health problem (proved by medical certificate), the contestant must apply for a refund of 80% of the registration fee by registered mail.
b) No registration fee will be refunded to any vehicle group that fails to pass the administrative examination or vehicle inspection.
c) Refunds of additional services are subject to rules set by different service providers.

Event cancellation or postponement
In case the competition cannot be held especially for the following reasons:
The competition is not approved by Federation of Automobile and Motorcycle Sports of People's Republic of China; the competition cannot be held due to political, economic and logistic reason. Under such circumstances, the organizer will only refund the fees received. Refund will be made  no later than 30 days from the date of the cancellation of the event.
In case of event postponement, the organizer will immediately notify each applicant of the new competition schedule by registered mail. If the applicant cannot participate in the competition due to the change of the competition schedule, he/she shall apply to the organizer for a refund by registered letter within 8 days after receiving the notice through registered letter from the organizer.
Refund will be made within no more than 30 days after receipt of the application.
In all the above cases, applicants can only apply for refund of the fees paid.

Tire
Tire pattern and size are not limited.  (except for the public group)
Tire slotting is prohibited.  (except for the public group)
According to G283.18, vehicle inspection referees should check the number of spare tires at the end of each race section. Even if car teams change tires during the race section, the old wheel hub must be taken out of the race section, otherwise, they will be punished by arbitration (see article 28P4.C).
Car team/safety equipment 14P1 License. All car teams in all groups must have a 2018 valid racing license. During the administrative examination, foreign competitors must issue the competition license and certification letter issued by the relevant associations. Maintenance personnel are not required to have competition license.
Except for the exceptions stipulated in the rules of maintenance, refueling and supplement, all members of the car team must stay in the vehicle during the whole special race section. If a member withdraws or a third party is found in the vehicle (unless the third party is transporting the wounded), the racing car will be removed from the competition list.
Car team member transportation. In all stages of the competition, if the car team uses any air or ground transportation service provided by the organizer, the team will be removed from the competition list.
Compulsory safety equipment. During the special sections, racers shall wear the following compulsory safety equipment registered with the FIA (see annex l, chapter 3 of the General Principles of International Sports). Otherwise, the second-time violator shall be immediately removed from the competition list. -Registered helmets (List No.25 of FIA). It is recommended that each vehicle group be equipped with full helmet or cross-country motorcycle goggles in case the front windshield is damaged.  -The service life of helmet shall not exceed 5 years and shall pass the vehicle inspection.  -Registered fire-proof racing suit (List No.27 of FIA). -The above equipment must undergo vehicle inspection before departure.  -During the competition (including race section and driving section), all car teams must use the safety belt approved by FIA.
-In special sections, it is highly recommended that all car teams use the underwear, socks and racing shoes registered with FIA (FIA8856-2000).  -Racers are required to use the safety equipment registered with FIA (FIA8858/2010 FHR system or FIA8858/2002 HANS system)
-Car teams which fail to use the above equipment are not allowed to depart.
-Safety belts
-It is compulsory that all car teams use safety belts in all competition routes. Failure to wear safety belts will result in the following penalties:
First-time violation: 30 minutes penalty;  l
Second-time violation: 1 hour penalty;  l
Third-time violation: removal from the list; the organizer will check on the competition route.
 Lifesaving equipment a) For safety reasons, all car teams must carry the following items with the vehicle:
-1 lighter-1 reflector-1 flashlight
-5 liters of water per person + "hump-style" drinking equipment with a capacity of 1.5 liters of water at the start of each race section.
-1 lifesaving blanket per person
-2 lunch bags
-2 warning triangles
-1 flashlight
-1 compass
-1 first aid kit
-1 seat belt trimmer per person (placed within easy reach of drivers and navigators)
-1 set of tracking equipment
-1 set of dedicated ENB navigation equipment and 1 overtaking alarm
-1 mobile phone or satellite phone-trailer belt (10m)
b) When all the car teams arrive at the departure point of the section, if they don’t have any of the life-saving equipment (water and life-saving equipment), they will be ordered to prepare the equipment within no more than 30 minutes. Due to the time consumed, they will be considered to have arrived at the check point late. For every minute late, a penalty of one minute will be imposed and a new departure time will be given. Teams that are 30 minutes late for the departure will not be allowed to depart. If the teams break the rules again in the next stage, they will be punished by the Arbitration Commission or even removed from the list.
c) Safety and life-saving equipment must be within easy reach and need not be disassembled so as to facilitate the inspection by race officials at departure points at each stage. Instructions for the use of various safety equipment must be observed.

Withdrawal and removal from list
a) In case of withdrawal, the car teams concerned must notify the competition headquarter as soon as possible. Contact numbers: 13911904320 and 13601086983. Teams that fail to comply with this rule may be refused to participate in future competitions. In addition, if the Organizing Committee's search and rescue operation is incurred by the failure to notify the competition headquarter in time during the withdrawal, the car teams concerned must bear all the expenses arising from the search and rescue and upon the decision of the Arbitration Committee, additional penalty on the sports association to which the car teams concerned belongs will be imposed.
b) At all stages, if the use of helicopters or other means to transport members of any vehicle group is found, the group concerned will be immediately removed from the list.
c) Car teams that withdraw or are removed from the list must quit the race and remove the racing number and vehicle card. These vehicles may continue to serve as maintenance vehicles until the end of the competition provided that they comply with the relevant provisions of Article 31P of the regulation.
d) In case of withdrawal, the team concerned should return the safety equipment (tracking system, overtaking alarm and ENB navigation equipment) to the relevant suppliers as soon as possible.  The relevant equipment must be returned to the relevant equipment supplier's representative at the headquarter. Under no circumstances will the organizer be responsible for the loss of the equipment.
e) If the effective pass rate of all compulsory passing points of a single racing section fails to exceed 50% (included), that racing section will be deemed as exceeding the maximum time limit and a fixed penalty will be imposed. Failure to complete the racing section within the maximum time limit will result in a fixed penalty. Vehicle groups which pass the passing points 30 minutes or more late and fail to report at the starting point of that racing section will be imposed a fixed penalty.
f) All vehicle groups (T1, T2, T3, public group, two-wheeled motorcycle group, ATV but excluding T4) are allowed to accept at most 3 fixed penalties including only 1 fixed penalty due to failure to report at the starting point of the racing section. Vehicle groups which fail to meet the above criteria will be removed from list.

Track closure
a) The organizer's closing vehicle will close the track. Since it is not possible to ensure that the closing vehicle will pass the parking place of faulty vehicles, racers are required to use the tracking system (yellow alarm key) to report the location of faulty vehicles to the competition headquarter. The closing vehicle will provide custody for racers of faulty vehicles but will not provide custody for faulty vehicles under any circumstances.
b) Racers who refuse to be taken in custody by the closing vehicle shall sign a disclaimer and submit it to the Organizing Committee staff of the closing vehicle. If the racer refuses to be taken in custody by the closing vehicle, he or she shall not take any action against the organizer.

Identity mark
The organizer will issue identity marks to all racing teams, including 1 racing plates and 3 stickers with car numbers.
All racing plates and stickers must be placed in the positions specified in the general rules throughout the competition, but under no circumstances shall the license plates of the vehicle be covered by racing plates.
The sticker measures 50 × 47cm and must be pasted on the left and right sides of the vehicle and between the wheel arches. The stickers should be clearly seen from the side and the competition number on the roof sticker should point to the front of the vehicle.
The racing plate (hard) must be fixed in a visible and conspicuous position at the rear of the vehicle during the whole competition, but mustn’t cover the vehicle's own license plate.
During the competition, if the sticker or racing plate is missing or misplaced, a fine of 10% of the registration fee will be imposed upon confirmation.
The names of drivers and navigators, together with their national flags (3 X 5cm) must be pasted on the front end of the car or both sides of the car door. Violation of this rule will result in a fine of 10% of the registration fee.
Car team members must use bracelet identity marks. Any irregularities discovered by the competition officials will be fined 10% of the registration fee.

Advertisement
Rejection of the organizer's optional advertisements will result in a fine of 60% of the registration fee.
Pasted advertisements. The organizer's mandatory and optional advertisements will be told to racing teams in the form of announcement. Rejection of optional advertisements such as those of tires, petrol or lubricants with result in an increase of 60% of the registration fee.
30 days before the start of the competition, Buggy drivers must submit the specific location of its body advertisements.

Administrative examination
Vehicle Inspection 17P1 Overview a) All members of the vehicle group must pass the vehicle inspection and administrative examination. Applicants will receive a notice specifying the specific date and time for their administrative examination.
-Failure to comply with the above notice will result in the following penalties: (except for special reasons)
-Lateness for less than 1 hour (included) will result in a penalty of 10 minutes.
-Lateness for more than 1 hour (included) will result in a penalty of 30 minutes.
-A time control point will be set up in the waiting area at the entrance of the administrative examination.
-Any vehicle group which fails to go through vehicle inspection and/or administrative examination at specified time in the rules will not be allowed to depart unless caused by force majeure confirmed by the Arbitration Commission.
-During the administrative examination, compulsory courses on the use of safety equipment will be organized including the use of overtaking alarm, ENB navigation equipment and satellite tracking system. Absence from these courses will result in a fine of RMB 2,000.
c) When the vehicle arrives at the spot of vehicle inspection, the brackets, wiring and antennas of various safety equipment must be installed to facilitate installation of safety equipment (ENB navigation equipment, overtaking alarm and tracking system).
d) -Vehicles must be fully equipped with the above equipment to report for vehicle inspection.  After the vehicle inspection and before the vehicle enters the closed parking lot, the vehicle shall not be contacted.  -All vehicles that do not conform to the requirements of the vehicle inspection shall either change their category or quit the competition (to be decided by the Arbitration Commission).  -In the last circumstance mentioned above, the organizer will not refund the registration fee.  -All vehicles will enter the closed parking lot after the vehicle inspection.

File
Each member of the vehicle group must submit the following valid original documents during the administrative examination:
-The licence of applicants/racers issued in 2019 - License issued by relevant sports association (overseas racers)
-Vehicle Registration Documents for T2 and T4 Groups
Supplementary Rules for Xinjiang Sub-race of 2019 China Taklimakan (International) Rally and China Cross-country Championship
-Vehicle technical passes issued by relevant sports associations
-Valid driving license matching the vehicle type
-Vehicle registration form or driving copy (if any)
-Vehicle insurance certificate (if any)
-Passports valid beyond Dec. 30, 2018
-Valid visa (for overseas racers)
-Color photo of 3/4 of the vehicle body
b) The following original documents of each truck must be submitted at the same time:
-Driver's license of each member of the vehicle group (at least two of the three members of the truck group must have truck driver's license)
-Annual review report of vehicle.
-A consent report for traditional-type truck approved separately must be submitted.
d) All racers shall guarantees that all documents submitted are valid. -Copies or loss statements of original documents shall not be accepted. Violators will be refused to depart.

Vehicle compliance. Only vehicle groups that have passed the vehicle inspection are allowed to take their vehicles with vehicle plates installed and racing numbers attached to vehicle inspection. The following items will be inspected: manufacturer and model of the vehicle, compliance with the requirements of its competition group, compliance of safety items, and compliance with the requirements of the Law on Road Traffic Safety. After the vehicle inspection, if a racing car does not conform to the technical/safety rules, the Arbitration Commission will set a  time before which the car must pass the vehicle inspection.
Refusal to Depart. Only vehicles conforming to the safety rules and general rules can be allowed to depart.
Inspection during the competition. According to Article 145 of the General Principles of International Sports, the team and vehicles can be inspected at any time during the competition.  During the competition, the applicants should ensure that their vehicles meet the technical requirements. The registration of a vehicle for inspection shall be deemed that the applicant has considered the vehicle to have met the technical requirements.
Lack of marks. If new marks need to be installed, the vehicle group shall protect the marks until the end of the competition. In case of a lack of the marks, the racing car will be removed from the list and the relevant applicant shall be notified in writing.
The final vehicle inspection. The final vehicle inspection will be held after the competition.  Vehicles to be inspected and the form of vehicle inspection will be announced in the form of a notice issued by the Arbitration Commission.

Mark
18P1 Lead Sealing Mechanical Parts
a) Before vehicle inspection, all applicants must punch holes in the parts listed below for lead sealing. During the competition, all applicants should ensure the existence of the punched holes and lead seals. For each hole missing, a fine of RMB 1,200 will be imposed.
b) Two screws on valve chamber: minimum diameter of 3.5mm
c) Vehicle body and/or chassis: holes with a minimum diameter of 3.5mm for lead sealing to pass and/or stamped marks
Lack of identification marks: If any abnormality is found, especially the tampering with the original and untouched marks, the offending vehicle group will be removed from the list together with the vehicle group that assists in the violation. In addition to the above penalties, the ASN to which the racers who violate the rules belong will be subject to more severe penalty.
Engine replacement. Each applicant is allowed to use only one spare engine in the competition. Replacement of more than one engine will result in a penalty of 50 hours.

Competition number assignment and departure order. The Organizing Committee is the only entity that has the right to assign competition number. In this competition, competition number will be assigned according to the following rules:

-Seed drivers for cross-country rally of Federation of Automobile and Motorcycle Sports of People’s Republic of China 
-The results of the cross-country races held in China over the past two years.
-Seed drivers for FIA cross-country rally
-The assignment of other numbers is decided by the Organizing Committee.

The departure order of qualifying race (SSS). The results of the qualifying race (calculated to 0.1 second) will be counted among the competition results. Any time penalty imposed on the driving section or elsewhere shall be counted among the total results of the stage, but shall not affect the starting sequence of the next stage, except for penalties imposed for the following reasons: false start, taking shortcuts, or other behaviors that materially affect the results of the stage. In qualifying race (SSS), the team group will arrange the departure sequence according to the seed drivers and their results in previous competitions and the interval between departures is 2 minutes.
The departure sequence after the first stage. After the first stage starts, the departure sequence will be determined by the results in the stage competition on the previous day. For the car and truck group, the interval is 2 minutes for the first 10 cars and trucks, and the interval will then be 1 minute for the remaining cars and trucks. Announcement of the departure sequence of all applicants will be made at 21 pm in the camp every day.
Time considered. The departure sequence is determined only by the duration of the race section and the penalty time (including that caused by PC lost, waypoint missing, speeding and unfair behavior) imposed in the race section.
Rearrangement of the departure sequence of seed drivers. For safety reasons, the Arbitration Committee may re-determine the starting sequence and re-rank any FIA seed driver or FASC seed driver. Under all circumstances, the re-ranked driver shall not be ranked before the top-10 seed drivers in the departure sequence. Relevant applicants should submit their written application for re-ranking to the secretariat within 30 minutes after the results of each stage are announced. During the whole competition, each seed driver is allowed to adjust the departure sequence only twice at most, and the top 20 drivers in all previous stages are allowed to adjust their departure sequence only once.
Penalty on the driving section. All penalties of time on all driving sections will be counted among the stage results.
Lateness for departure. Any vehicle group late for departure at any stage will be fined one minute for each minute late. Vehicle groups 30 minutes late for departure at any stage will not be allowed to depart.
Early departure. Early departure is not allowed in the special sections. Violators will be punished by the Arbitration Commission. The violating vehicle group may even be removed from the list.
Departure sequence of the truck group. At the first stage (SS1), the truck group will depart after the car group. At later stages, the truck group can depart either before or after the car group.
Fixed penalty
The fixed penalty is used to enable the vehicle groups that were originally removed from the list due to failing to report to certain control points or failing to report to certain control points within time limit to continue participating in the competition.
Any vehicle group that fails to complete a certain stage (for example, fails to report to the starting or end point of the stage within time limit, or fails to complete the stage within the maximum time limit) will be subject to a fixed penalty of "one stage".
